The aim of PIRLS is to assess and compare pupils’ reading literacy in their fourth year of formal schooling (Year 5 in England), within and across participating countries.

The TIMSS & PIRLS International Study Center , at the Lynch School of Education, Boston College, US, serves as the international study center for PIRLS 2021, working in close cooperation with the IEA, and the national centers of participating countries. Table 1.

The report includes trends in reading achievement over time for participants in the previous PIRLS 2001 and 2006 assessments, as well as student performance at the PIRLS International Benchmarks. PIRLS 2021 timeline: February to April 2020, pupils in England will take part in the field trial. March to June 2021, pupils in England will participate in the PIRLS 2021 main study. December 2021 to December 2022, international researchers analyse the data from all participating countries and prepare reports on the results. No results are attributed to individual students, and PIRLS data are used only for research purposes. PIRLS also provides an encyclopedia that includes data about each country’s educational context for learning to read. National Research Coordinators play an important role in helping to identify passages, develop questions, and develop the questionnaires and the PIRLS Encyclopedia; administering the assessment in their countries; reporting the results; and interpreting the findings within their national context. PIRLS are tests prepared by IEA to assess students in the fourth grade in terms of the concepts and issues they learned in reading, and to compare the results with the results of other countries participating in the tests.
